从产业链看环境保护

        摘要：根据十二五规划的要求，节能环保是当前我国发展中的重要内容。节约能源、保护环境不单是环保行业的事情，需要全社会的关注和参与，本文选取政策规划、工业选取、环保意识三个方面进行论述。

        Abstract：According to the requirement of the Twelfth Five-Year Plan,Energy saving and environmental protection is an important content of the present development in China.It is not only the matter for environmental protection industry to save energy, protect environment,it needs the whole society's attention and participation.We will discuss the policy planning, industrial selection and the consciousness of environmental protection three aspects in this paper.

        1.引言
        十二五规划要求，“绿发展，建设资源节约型、环境友好型社会”，环保产业化的进程得到了国家政策的支持。国际分工的特殊性导致我国经济发展中消耗大量的资源，生态环境遭到了严重的破坏和污染，因此发展循环经济、低碳环保要从政策规划环节开始考虑，从全产业链角度（即设计、研发、采购、制造、消费、回收一系列环节）综合考虑，要在全社会践行低碳环保理念，实行节能减排措施。
