Clean air action plan就是北京市最新发布的“清洁空气行动计划北京机动车摇号”，除减少单月购车指标（monthly limit on car registrations）以外，该计划还要求政府制定一些增加车辆使用成本的市场政策（market policies to increase the cost of car use），如：征收拥堵费（congestion
fee）、设立低排放区（low emission zone）等。同时，还要大力发展公共交通（public transportation），并推进公车改革（reform of government cars）。
北京市从2011年起施行购车摇号政策（license plate lottery），将每年的新车增加量控制在24万辆。机动车尾气（vehicle exhaust fumes）是北京市空气污染的主要来源之一，其带来的PM2.5排放量甚至高于工业排放物（industrial emissions）。
