Brief Introduction to the Development Promotion of New Energy Industry in Chengdu
按照成都市委、市政府制定的成都市新兴产业发展计划及《成都市新能源产业发展规划（2009-2012）》，双流县抢抓新能源新兴产业发展机遇，提出了打造中国西部新能源产业基地的战略构想，着力构建产业发展平台，加快建设以新能源产业为龙头的中国西部重要现代制造业基地。
According the emerging industry development plan stipulated by CPC Chengdu Committee and Chengdu Municipality and the Chengdu New Energy Industry Development Plan (2009~2012), Shuangliu County of Chengdu has taken this great opportunity to promote the development of new energy by bringing forward the strategic vision of the establishment of West China New Energy Industry Base, which includes the set-up of industry development platform and acceleration of western China’s important modern industry base development led by new energy industry.
一、成都市新能源产业发展总体思路及规划与布局
I. Overall Planning & Layout of Chengdu New Energy Industry Development
（一）成都市新能源产业发展思路和目标
(i) Development Plan & Target of Chengdu New Energy Industry Development
1. 总体思路
以技术研发为支撑，以重点企业为载体，以重大项目为抓手，突出发展太阳能、核能、风能关键技术、系统集成及核心部件制造和新能源汽车、半导体照明应用产品，做大做优新能源产业，加快建设成都（国家）新能源高技术产业基地，加快推进新能源产业实现跨越式发展。
1. Overall Planning
Strongly supported by technology R&D, carried by flagship enterprises, and improved by key projects, we focus on the development of key technology of solar, nuclear, and wind power and its systematic concentration as well as manufacturing of core supporting parts. Also, we put efforts on the application of new energy to the production of autos and semiconductor illumination equipment with the purpose of accelerating the leap-forward development of new energy industry and the establishment of Chengdu (National) New Energy Hi-tech Industry Base.
2. 发展目标
到2012年，新能源产业投资完成200亿元以上，实现销售收入550亿元，培育年销售收入100亿元新能源
企业1家，在省内适宜地区建成国内首座10兆瓦太阳能光热示范电站，建成西部第一，国内领先的新能源高技术产业基地。
2. Development Target
By 2012, the total investment of new energy industry will reach over 20billion RMB and sales revenue hit 55billion RMB. And there will be one new energy enterprise with the annual sales
revenue of 10billion RMB and one 10 Mega-watt CSP Station which is the first one in China. The new energy high-tech industry base will be established, which is the best in West China and ranks among the top in China.
（二）成都市新能源产业发展规划布局和发展重点
(ii) Planning Layout and Development Emphasis of Chengdu New Energy Industry
1. 规划布局
打造以双流县为新能源产业发展核心承载区，新津县多晶硅材料产业发展区、龙泉驿新能源汽车产业发展区、郫县-高新区半导体照明产业发展区为配套发展区的整体布局。
1. Planning Layout
Shuangliu County will be set up as the core carrier for the development of new energy industry, and other three zones as supporting development areas, that is, Xinjin County as the development zone of the polycrystalline silicon material industry, Longquanyi District as the development zone of new energy auto, and Pixian County and High-tech Zone as the development zone of semiconductor illumination industry.
2. 发展重点
已完成《成都市新能源产业发展规划（2009-2012）》并正在抓紧实施。太阳能方面，太阳能光热重点发展太阳能聚光跟踪系统，光热转换、储热系统，蒸汽轮机发电系统，太阳能热发电系统集成等；太阳能光伏重点发展晶体硅电池，薄膜太阳能电池，离、并网发电系统，光伏配套等。核能方面，重点发展工业供热系统、核岛系统关键部件、核岛系统集成等。风能方面，重点发展高效立式风力整机系统、桨叶式风力发电整机及关键零部件等。新能源汽车方面，重点发展新能源整车、动力电池及充换电系统、电机及电控系统等。半导体照明方面，重点发展衬底、外延及芯片，封装，LED照明产品等。根据全市产业发展规划，双流县将建设成为全市新能源产业发展的核心承载区。
2. Development Emphasis
The Chengdu New Energy Industry Development Plan (2009~2012) is carried on smoothly. In the aspect of solar power, solar thermal development focuses on concentrating tracking system, photoelectric transformation, storage system, steam-turbine and generation system, and concentration of solar thermal power system. And solar photovoltaic development focuses on crystalline silicon cell, thin film solar cell, off- and on-grid generation system, and PV supporting facilities. In the aspect of nuclear power, the development focuses on industrial heating system and core supporting parts and system concentration of nuclear island. In the aspect of wind power, the development focuses on high-efficiency vertical wind turbine system, paddle wind turbine generator, and core supporting parts. In the aspect of new energy auto, the development focuses on new energy car load, powered cell,charging and changing system, electric motor, and electrical control system. In the aspect of semiconductor illumination, the development focuses on substrate, epitaxy, core cell, assembly, LED illumination products, etc. According to Chengdu industry development planning, Shuangliu County will be established as the core carrier for the development of Chengdu’s new energy industry.
二、双流县新能源产业发展现状及主要政策措施
II. Development Situation and Main Policy Measures of New Energy Industry in Shuangliu County
（一）双流县新能源产业发展现状
(i) Development Situation
2008年以来，按照成都市“一区一主业”产业发展定位，双流县被确定为成都市发展新能源产业的核心区域。为此，双流县委、县政府提出了加快打造以新能源产业为龙头的成都重要现代制造业基地，并立足于新型工业支撑城市经济，着力完善产业规划，全力抓好项目引进，努力优化配套服务，全县新能源产业正呈现出起步迅速、加快发展的良好势头。在刚刚闭幕的2009中国新能源产业经济发展年会上，双流县荣膺“2009年中国新能源产业百强县”并位居榜首。
目前，双流县已基本建成占地2.1Km2，以光伏产业为主的新能源产业基地，先后引进天威新能源、太阳能、汉能控股、新光硅业、恒基伟业等项目53个，协议总投资达410余亿元（其中光伏产业项目19个，协议总投资达300余亿元）。今年1-11月，双流县26家规模以上新能源企业实现工业总产值53亿元、同比增长83.7%，实现工业增加值14.4亿元，同比增长76%。
Since 2008, Shuangliu County has been ratified as the core area for the development of new energy development in Chengdu according to Chengdu’s industrial development positioning of “One Zone with One Main Industry”. And CPC Shuangliu County Committee and Shuangliu government have brought forward the target of establishing Chengdu as the important modern manufacturing base dominated by new energy industry based on the concept of new industry supporting urban economy, the improveme
nt of industry planning, the introduction of key projects, and optimization of supporting facilities. Now, the new energy industry of Shuangliu County has shown a good momentum of development. On the annual meeting of 2009 China New Energy Industry, Shuangliu County gained the title of T op 100 Counties of 2009 China New Energy Industry and ranks the first.
Shuangliu County has set up a new energy industry base, occupying an area of 2.1 square kilometers, with photovoltaic industry as its backbone. Now, 53 projects have been settled in the base involving Tianwei New Energy, Apollo Solar, Hanergy Holding Group, Xinguang Silicon, Hi-tech Wealth, etc. with the total contracted investment of over 41billion RMB, among which 19 projects are in photovoltaic industry with the contracted investment of over 30billion RMB. From January to November of 2009, 26 new energy enterprises with certain scale in Shuangliu realized the total industrial output of 5.3billion RMB with an increase of 83.7% compared to last year and industrial added value of 1.44billion RMB with an increase of 76%.
（二）双流县新能源产业发展主要政策措施
新能源汽车规划(ii) Main Policy Measures of New Energy Industry Development in Shuangliu County
1. 科学规划，引领新能源产业快速发展
按照成都市工业集中发展区“一区一主业”产业发展宏观要求以及“近期产业化，中期应用化，远期服务化”的发展思路，着力打造西航港工业集中发展区新能源产业核心承载区。规划至2012年，全面建成国家级新能源高新技术产业基地；至2017年，双流县新能源产业规划面积将达到33 km2。明确提出，到2012年、2015年、2017年新能源产业销售收入分别实现300亿元、1000
亿元、2000亿元的近、中、远期发展目标。
1. Accelerating the Development of New Energy Industry with Scientific Planning According to the requirements on the overall development of “One Zone with One Main Industry” of Chengdu Industry Concentration Development Zone and the development plan of realizing“Industrialization in a Short T erm, Application in a Medium T erm , and Service-orientation in a Long T erm ”, Shuangliu makes effort on the establishment of core carrier of new energy industry in Southwest Airport Industry Concentration Development Zone. In 2012, a national new energy high-tech industry base will be set up; and in 2017, the area of new energy industries will be reached to 33 square kilometers. And we set clear targets of realizing new energy industry sales revenue of 30billion RMB in 2012, 100billion RMB in 2015, and 200billion RMB in 2017.
2. 做优载体，搭建新能源产业发展平台
近年来，双流县已累计投入近60亿元用于西航港工业集中发展区基础设施建设，现已建成骨干道路32条共120km、110kv变电站5座、35kv变电站1座、日供水20万m3的供水厂2座、供水主管网43km、日供气30万m3的配气站2座、供气主管网34km，实现了工业集中发展区道路、通讯、光纤、供电、供气、供水网络全覆盖。
2. Setting up New Energy Industry Development Platform with Optimization of the Carrier
In recent years, Shuangliu County has invested nearly 6billion RMB in the infrastructure construction of Southwest Airport Industry Concentration Development Zone and made achievements in the construction of 32 arterial roads with the total length of 120 kilometers, five 110kv transformer substations, one 35kv transformer substation, two water supply plants whose daily water supply is 200thousand cubic meters with 43-kilometer water pipelines, two gas stations whose daily gas supply is 300thousand cubic meters with 34-kilometer gas pipelines. Now, the infrastructure including roads, telecommunication, opt-fiber, electricity supply, gas supply, and water supply in the industry concentration development zone has been greatly improved.
3. 政策扶持，助推新能源企业壮大发展
双流县出台了《关于推进工业强县打造成都重要的现代制造业基地的决定》、《关于加快发展光伏光电
及新能源产业的意见（试行）》等一系列政策，每年设立5亿元专项资金，从技术改造、人才引进、税收减免等方面对新能源重点企业进行扶持；引导企业扩大投资、发展壮大。
3. Enhancing the Development of New Energy Enterprises with Policy Support Shuangliu County has issued the Decisions on the Improvement of County Industries and Establishment of Key Modern Manufacturing Base of Chengdu and Opinions on the Acceleration of Development of Photovoltaic Photoelectric and New Energy Industries (Trial).
A year-based 500-million Special Fund has been set up for supporting the technology improvement, talent introduction, tax reduction and exemption, etc. of new energy enterprises as well as encouraging the investment expansion and further development.
4. 培育龙头，倾力打造新能源产业集
按照新能源产业发展规划，积极推进新能源产业连片、链式发展。逐步形成以天威新能源、新光硅业、汉能集团等为龙头，以南玻集团光伏特种玻璃、新源圣光等为配套的太阳能产业集；依托中国核动力研究院、核工业西南物理研究院等科研院所，以川开集团、成都佳电等为龙头，以瑞迪机械等为配套的民用核能产业集；以森兰变频、腾中重工等为龙头的风能产业集。
4. Establishing New Energy Industry Cluster with Support of Corporate Champions According to new energy industry development plan, we are actively engaged in industry expansion and chain development, gradually nurturing the corporate champions of Tianwei New Energy, Xinguang Silicon, and Hanergy Group and forming solar power industry cluster supported by CSG photovoltaic special glass and Xinyuan Shengguang. And with the intellectual support of Nuclear Power Institute of China and Southwestern Institute of Physics, the civil nuclear power industry cluster is set up where settled are Chuan Kai Group and Chengdu Jiadian as flagships and Reach Machinery as facilitator; and the wind power industry cluster with Senlan Inverter and Theng Heavy Engineering as its flagships.
5. 科技支撑，推动新能源产业长效发展
先后与中国核动力研究设计院、中科院光电技术研究所、中华全国工商联新能源商会、中国可再生能源学会、德国勃兰登堡州经济发展局等机构组织达成技术研发、产业合作和会展交流等战略合作协议；组建中国新能源产业技术创新联盟，为新能源企业发展搭建了良好的合作平台；聘请中科院院士梁骏吾、闻立时等15位专家为双流新能源产业基地科技顾问。
正抓紧组建成立成都新能源产业技术研究院。成都新能源产业技术研究院是成都市委、市政府为建立西部新能源产业技术高地而批准设立、通过政产学研结合促进新兴产业发展的创新载体。研究院以立足园
区、政府引导、企业主导、产业导向为原则，主要从事研发机构引进、产业研发平台建设、技术成果孵化培育等，旨在推动太阳能、核能、风能及半导体照明等相关产业的技术研发、项目引进、产业技术孵化。通过项目招智引技，引进研发机构，建立产业研发平台，服务全市新能源产业和新能源企业、增强产业创新能力，建成国内重要的新能源产业研发基地，为全市新能源产业发展提供坚实的科技保障和技术支撑。
5. Improving Persistent Development of New Energy Industry with Scientific and Technological Support
We have reached agreements with Nuclear Power Institute of China, The Institute of Optics and Electronics of The Chinese Academy of Sciences, New Energy Chamber of Commerce of All-China Federation of Industry and Commerce, China Renewable Energy Society, and ZukunftsAgentur Brandenburg (ZAB) on the strategic cooperation of technology R&D, industry cooperation, and exchange of exhibition and convention; established China New Energy Industrial T echnology Innovation Federation served as a platform of enterprises cooperation; and invited 15 experts like Professor Liang Junwu and Professor Wen Lishi, academicians of the Chinese Academy of Sciences as consultants of Shuangliu New Energy Industry Base.

rier of promoting emerging industry, which is ratified by CPC Chengdu Committee and Chengdu Municipality for the establishment of West China new energy industrial technology highland through the combination of government support, enterprise globalization, cooperation between colleges and enterprises, and knowledge innovation of research institutions. Sticking to the principle of “Based on the Park, Guided by the Government, Led by the Enterprises, and Oriented by the Industry”, the institute is engaged in the introduction of R&D bodies, establishment of industrial R&D platform, and incubation and rearing of technological achievements, with the purpose of promoting the technology R&D, project introduction, and industrial technology incubation in the fields of solar power, nuclear power, wind power, and semiconductor illumination.
