3.2.1 特大、大、中型汽车库的总平面应按照功能分区，包括管理区、车库区、辅助设施区、道路和绿化带等，满足以下规定：
3.2.1.1 管理区应包括行政管理室、调度室、门卫室和回车场。
3.2.1.2 车库区应包括室外停车场和车轮清洗设施等。
3.2.1.3 辅助设施区应包括保养、洗车、配电和水泵等设施。
3.2.1.4 库址内的车行道和人行道应严格分离，消防车道必须畅通。
3.2.1.5 库址的绿化率不应低于30%，并应在噪声源周围设置隔声绿化带等绿化设施。总平面布局的功能分区应合理，交通组织应安全短捷，环境应符合国家现行标准《城市容貌标准》CJ16的规定。
总平面布局、防火间距、消防车道、安全疏散、安全照明、消防给水及电气等规划建设应符合现行国家标准《汽车库、修车库、停车场设计防火规范》(GB)的规定。
